The TRFA Extraordinary Congress Done, But not Dusted

On the 28th of February 2026, TRFA held its Extraordinary Congress to complete the work of the unsuccessful Ordinary Congress that was held on 22 November 2025. The purpose of the Congress was to adopt the documents that were not adopted in November, including the minutes of the previous Congress, the Annual Report for 2024/25, the Annual Financial Statements for 2024/25, the multi-year budget, the Audited Financial Statement, and the proposal for the appointment of the Auditors.

There was some success in restoring lost ground on this; all of the above, except the audited financial statements, were approved.

The audited financial statements were not submitted with the Congress Document Pack because the audit was not started or completed on time. To remedy this situation, the REC will convene another Extraordinary Congress on the 28th of March 2026, where the audited financial statements will be considered and approved. A notice to that effect has been sent through to the Members.

And then there is a critical issue: the Ethics Committee. The association realised that appointing an ad hoc committee to conduct investigations would still lead to a cul-de-sac, as the REC could not make decisions based on the ad hoc committee’s findings and recommendations. The nature of the matters to be investigated and processed, especially with regard to the loss of the association’s money, is judicial in nature. As such, the REC cannot make judicial decisions. That is why there is a separation of powers among the Congress, the Executive, and the Judicial. No one pillar must encroach on the powers of the other.

To remedy the above, the association has appointed an Ethics Committee. It is this committee that will take these matters, and more, forward. So, with immediate effect, the investigative ad hoc committee initiative has been abandoned.

As part of the above-mentioned Extraordinary Congress, which will take place on the 28th of March 2026, and in addition to considering and approving the audited financial statements, the Congress will also appoint an Ethics Committee. The process for that has already been outlined in the notice for the Extraordinary Congress.

John le Roux from FAP paid us a visit. It was good to reunite with him, one of the finest football administrators Tshwane has ever had. A special thanks to Graham for bringing him to the meeting. We wish him continued strength and good health.

On the day, we were also graced by the presence of an LFA that had not been seen at the events of the region in a long time. Collet Dube represented the Olievenhoutbosch LFA (OLFA) at the Congress. This is a turning of the tide, with a positive touch, of course. Moreover, OLFA will be conducting an elective congress on the 7th of March 2026.

Phelindaba LFA (PLFA) will be having an Extraordinary Congress on the 14th of March 2026.

Ga-Rankuwa LFA (GALFA) will also hold its Ordinary Congress on the 14th of March 2026.

We wish these LFAs well on their congresses.

This post would not be adequate if it did not mention that Tshwane’s unity is of absolute critical importance. As we try to build an organisation that is visionary, capable, and progressive, all Members must rally behind the leadership and not fall into the temptation of being used against it. The REC, standing committees, the office, and all stakeholders must always remember that we do this not for our own selfish reasons, but for the Love of Football, for the Love of Tshwane, and for the Love of its Youth.
