Tshwane Regional Football Association Holds Impactful Ordinary Congress
The Tshwane Regional Football Association (TRFA) successfully hosted its much-anticipated Ordinary Congress on 14 June 2025, following previous postponements. The Congress, initially scheduled for November 2024 and later rescheduled for January 2025, finally convened to address key governance matters and strategic priorities.
Accountability & Financial Oversight
Members engaged in robust discussions, holding the executive accountable on several critical issues. While most agenda items received approval, the minutes from the previous meeting were not adopted due to identified errors. Furthermore, the budget—structured to operate on a financial cycle ending in June—was not available. Nonetheless, Members mandated the preparation of a post-facto budget and revised minutes to be reviewed and adopted at an Extraordinary Congress convened for this purpose.
Despite these adjustments, all other financial and operational reports were approved, including:

Policy Advancements & Strategic Reforms
The Regional Executive Committee introduced several new policies designed to streamline operations and improve governance:
- Membership Admission Regulations – Establishing a formalised process for application, approval, and activation.
- Admission of Guilt Regulations – Optimising disciplinary procedures through structured fines, reducing costs, and enhancing efficiency.
- Commercial Policy – Creating new funding opportunities with a transparent reward framework for sponsors and partners.
Additionally, Congress adopted amended policies to refine operational efficiency further:
- Administration and Communications Policy – Addressing critical inefficiencies in administration and communication by separating HR-related regulations.
- Finance Policy – Transitioning branding from SAFA Tshwane to TRFA for consistency in financial governance.
- Rules and Regulations – Aligning the association’s regulatory framework with its updated identity.

To ensure effective implementation, TRFA’s President and Secretary will officially sign the documents, and the association will conduct workshops with key stakeholders to embed a unified Tshwane Way of Work.
Critical Issues & Calls for Resolution
Congress deliberated on the SAFA grant constraints, which continue to impact financial sustainability. The Executive Committee was urged to explore innovative solutions, rejecting the acceptance of economic instability as the “new normal”.
Another urgent matter discussed was the suspension of TRFA President, Mr Solly Mohlabeng, by SAFA—a decision made over 15 months ago without a formal disciplinary hearing. Members voiced deep concerns over procedural fairness, directing the Executive Committee to prioritise resolving the matter swiftly and equitably.

The Congress concluded with a resounding call for unity across all levels of TRFA, from leadership to membership. A shared commitment to accountability, transparency, and collaboration underpins the association’s mission to achieve its full potential.
