OFFICIAL STATEMENT: ADDRESSING RECENT CHALLENGES AND CHARTING A PATH TO STABILITY

The Tshwane Regional Football Association (TRFA) wishes to address the challenges the region has faced over the past six months, a period marked by instability arising from internal administrative and governance issues. We are committed to transparency and accountability as we navigate this difficult period. While we acknowledge that trust has been tested, the Regional Executive Committee (REC) is taking decisive action to restore the integrity of our association.

1. Financial Irregularities and Accountability

Around late October 2025, it came to our attention that funds ranging between R500,000.00 and R750,000.00 had been misappropriated from the association’s bank account. This theft has left the association in a precarious financial position, unable to fulfil vital obligations, including paying staff salaries and disbursing conditional grants to affiliate members from sponsorship funds.

To ensure a hindrance-free investigation and enforce accountability:

  • All three bank signatories have been suspended pending investigation.
  • The first suspension was enacted on 11 October 2025, with the remaining two signatories suspended on 11 December 2025.

These suspensions allow the internal investigation to proceed immediately and without interference.

2. Executive Resignations

Following the suspension of the remaining bank signatories (the regional secretary and the senior administrator), two resignations were tendered:

  • The Regional Secretary resigned on 11 December 2025 (with immediate effect during discussions relating to a proposed precautionary suspension).
  • The Acting President resigned on 13 December 2025.

This situation arises while the President of the region, Mr Solly Mohlabeng, remains under suspension by SAFA (since March 2024). Consequently, the REC currently consists of seven members. With two members currently suspended, five active members are available to perform the duties of the office, including one vice president.

3. Clarification on Rumours and REC Status

We are aware of malicious and false rumours suggesting that the REC is no longer in force or is effectively disbanded. These narratives are categorically untrue.

  • Rumour:The REC cannot hold meetings without the President or Acting President.
    • Fact: This is incorrect. Article 37.5 of our Statutes explicitly empowers a vice-president to chair meetings in the absence of the president. We have an active vice-president fully authorised to chair meetings.
  • Rumour:The REC does not have a quorum.
    • Fact: This is incorrect. Our statutes imply that the REC remains functional as long as a quorum is met. A meeting requires the presence of members (as few as two), provided one is a vice-president. With five active members, we remain fully operational.
  • Rumour:SAFA is disbanding the REC.
    • Fact: There is absolutely no basis for this claim in either our statutes or SAFA’s statutes.

Article 25.23 of the Regional Statutes allows the remaining members of the REC to co-opt new members to fill vacancies, provided the meeting is convened correctly.

Pending deliberations on the recent resignations, the REC will stand as follows:

  • President: Mr Solly Mohlabeng (On SAFA Suspension)
  • First Vice President: Vacant
  • Second Vice President: Mr Tebogo Matlou
  • Third Vice President: Mr Percy Coetzee (On TRFA Suspension)
  • Regional Secretary: Vacant
  • Treasurer: Mr Soso Mashiloane
  • Additional Member: Mr Sizwe Nkosi (Acting Regional Secretary)
  • Additional Member: Maggie Hendricks
  • Additional Member: Julia Simango

4. Remediation Plan: The Way Forward

The purpose of this Remediation Plan is to restore stability, strengthen governance, ensure accountability, and safeguard the integrity of football administration within the Tshwane Region following recent administrative and leadership challenges.

We recognise the loss of confidence among our affiliates and our valued sponsor, Shaka Sports NPC. However, the recent actions have placed us in a better position to remediate the situation. The REC is immediately implementing the following recovery plan:

A)The REC will formally consider the recent resignations. Upon confirmation, we will utilise Article 25.23 to co-opt members to fill vacated positions and appoint a new acting president.

B) Financial Controls & Relief

  • New bank signatories will be appointed immediately in accordance with Section 7 of the Finance Policy.
  • The REC is exploring options for interim financial relief to urgently address staff salaries, contractual obligations, and the disbursement of conditional grants to affiliates.

C)The REC will oversee the progress of internal investigations regarding the financial theft, intervening to remove any bottlenecks to ensure justice is served.

D)The Extraordinary Congress is scheduled for 28 February 2026. The REC is dedicating resources to prepare all necessary documentation that was not adopted during the part-Ordinary Congress, including:

  • Corrections to previous minutes and the Annual Organisational Report.
  • Audited Financial Statements and Financial Performance Reports.
  • Budgets for 2025/26 through 2027/28.
  • Appointment of Auditors.
  • Adoption of HR and other key policies.

E)We are reviewing plans to resolve administrative backlogs. Furthermore, we commit to constant updates. This website will serve as the hub for public information, while memos will address internal matters. We intend to drastically reduce the time lag between REC meetings and member feedback.

5. Conclusion

We urge our affiliates to join us in adopting a positive posture as we move toward a stabilised era. We possess the energy, knowledge, and tools to rebuild. We ask you to walk this journey with us and hold us accountable where we falter.
